Senior Consultant

NBS is a growing private firm that provides specialized public finance consulting services to local government agencies (cities, school districts, etc.), primarily in California. In addition, NBS licenses its proprietary software, called D-FAST® to local government agencies in many states. The corporate office is in Temecula with a secondary office located in San Francisco . The company has grown and performed well over the past eleven years by providing valuable services with an excellent customer service orientation.

NBS is currently hiring a Senior Consultant to lead and grow the firm's practice of establishing bonded special financing districts. The successful candidate will be a member of NBS' consulting team reporting to the Consulting Services Director.

The Position

We are looking for a highly effective, hands-on, self-motivated and enthusiastic Senior Consultant to be responsible for providing professional services including:

  • Interest and ability to perform projects while contributing to developing and growing the business.
  • Training, development and supervision of staff
  • Job profitability, closing jobs that meet targeted contribution margins
  • Identification of new opportunities and closure of sales.
  • Anticipating, monitoring and appropriately reacting to the changes in this area of focus.
  • Strengthen and broaden the company's reputation by becoming a public speaker, writer, etc.
  • We expect this Senior Consultant to be flexible and wear “as many hats as possible to make the unit successful.” 
  • The Senior Consultant is responsible for the delivery of consulting services, with a primary focus on quality and accuracy.

The range of specialized public finance consulting services includes:

  • Community Facilities Districts
  • 1913/1915 Act Assessment Districts
  • Provision of Initial Disclosure information related to bond offerings
  • 218 expertise
  • Fire Assessments
  • BID / PBID

Job Qualifications

  • Minimum of 5 years experience, in either local public agencies and/or a consulting firm.
  • Experience required in the range of specialized consulting services listed in the previous sections.
  • Proven track record of success in relevant consulting projects
  • Self motivated / self-starter / independent worker
  • Excellent proactive communication skills (written and oral). Can effectively communicate to all levels of management, council/board members and the public.
  • Strong work ethic
  • Can manage projects and situations of high complexity, high ambiguity, no structure, high risk and high visibility.
  • Ability to manage multiple projects and staff; can provide group training ; is a strong team leader who can motivate others.
  • Ability to develop and deliver sales presentations and business proposals
  • Enthusiasm and a strong sense of urgency and teamwork
  • Excellent computer skills and the ability to collect required data and perform complex calculations
  • Broad and deep technical expertise. Is a frequent resource for other consultants and may be viewed as an “expert” by the company.
  • Bachelor's degree in Public Administration, Economics, Urban Planning or a closely related field is highly desirable.

This position is intended to be based in the corporate office, located in Temecula. Travel outside the area will be required. We offer a full line of benefits including the following:

  • A 401k Plan that has a matching of 50% by NBS up to 10% of the employee's salary. (The federal limits on 401k deposits would apply for each applicable year)
  • Health and Dental Insurance coverage is paid in full for the employee. If the employee desires to have dependant coverage, payment for the dependant coverage can be made with pre-tax payroll deductions
