      Municipalities require stable funding, and a wide range of fees are necessary. That’s where we come in. A User Fee Study identifies the “estimated and reasonable” costs of providing governmental services or infrastructure, and implements fee amounts in line with laws and local policies. Cost Allocation Plans allocate an agency’s overhead costs to the programs, services and activities provided to the public.

    • Fiscal Impact Analyses & Development Impact Fees

      New development requires local agencies to consider their revenue options for desired services and infrastructure. We can help, with a Fiscal Impact Analysis (FIA) that calculates the fiscal impacts on local services as a result of important land use and other policy decisions. Revenue tools such as Development Impact Fees provide for infrastructure, and SFDs can be implemented to help offset ongoing service impacts.

      As communication is paramount, the NBS team developed CivicMic. The focus is on providing collaborative governance services including outreach, public engagement, and adaptive management, bringing citizen voices into the governance process. Using social media and other engagement activities, we aim to engage residents of diverse backgrounds for unique perspectives.
