NBS provides administration services for the many special assessment and special tax districts encompassed by the East Bay Regional Park District. This Park District is one of the largest of its kind in the country. To add to the complexity, it also has some of the largest parcel count special assessment and special tax districts anywhere, spanning both Alameda and Contra Costa Counties.

Not being satisfied with a previous consultant, NBS was hired through a competitive procurement process. The goal was to allow the Park staff to focus on their core responsibilities while ensuring that these Special Financing Districts (SFD) were expertly and efficiently managed.

To approach this complex project, we performed an initial review of all parcels and boundaries, attacked problems with the data and existing reports, and discussed the general and special benefit perspectives with staff and legal counsel. We then absorbed the ongoing annual administration of the SFDs which continues to this day, totaling nearly 600,000 parcels and a total levy of over $5 million on the Alameda County tax roll with an additional 398,000 parcels and a total levy of over $3 million on the Contra Costa tax roll.

After achieving the initial goals, we then worked with the District to form their first Community Facilities District (CFD). This entailed policy discussions, enactment of Goals and Policies for CFDs, and rigorous analysis.

Today, the Park District receives many millions of dollars per year from the SFDs and has added the CFD to their tool box, without burdening existing District staff or requiring the steep learning curve associated with annual administration.
