Inadequate revenue streams, competing demands and staffing challenges make it hard for local agencies to provide all the services and infrastructure their citizens desire. That’s where our decades of hands-on experience in the feasibility, design, formation and, importantly, ongoing administration of SFDs, becomes invaluable. SFDs include benefit assessments, special taxes and other property-related fees and charges.
Municipalities require stable funding, and a wide range of fees are necessary. That’s where we come in. A User Fee Study identifies the “estimated and reasonable” costs of providing governmental services or infrastructure, and implements fee amounts in line with laws and local policies. Cost Allocation Plans allocate an agency’s overhead costs to the programs, services and activities provided to the public.
Defensible rates that support forward-looking strategic and financial plans are more critical now than ever. We provide the necessary leadership to guide you through the rate-setting process, from performing analyses to educating stakeholders. Our goal is to ensure that your rates, fees and financial plans meet your utility’s goals and objectives.
As communication is paramount, the NBS team developed CivicMic. The focus is on providing collaborative governance services including outreach, public engagement, and adaptive management, bringing citizen voices into the governance process. Using social media and other engagement activities, we aim to engage residents of diverse backgrounds for unique perspectives.
Every other year we keep things fresh by sponsoring content-rich workshops that bring industry insiders together to learn, share ideas and meet with their peers. Our topics qualify for continuing education (CE) units for the California Board of Accountancy and credits from MMANC and MMASC for their Credentialed Government Leader (CGL) program.
