Getting to YES: Successful Revenue Enhancement Strategies

It is obvious – revenues are the lifeblood of local governments. Therefore, this edition of NBS University, which occurs every other year, will feature a number of topics that relate to revenue and the challenges thereof. Recognizing the importance of revenues, the Municipal Managers Association of Northern California (MMANC) and the Municipal Managers Association of Southern California (MMASC) are co-sponsoring NBS University 2018.


There will be four intensive learning sessions in one day, starting with an initial primer on municipal revenues:

  1. Navigating fiscal stress and negative fiscal impacts
  2. Case Study: How to pass a revenue measure
  3. Case Study: Communicating a water/wastewater rate increase
  4. Bonus session – Stormwater Funding: A Ten-Step Plan

The daylong seminar (10:00 am – 4:00 pm) will be held December 5 in Southern California at Orange Terrace Community Center in Riverside. The seminar will be repeated on December 6 in Northern California at the new Manteca Transit Center in Manteca. Lunch is included.

A number of expert speakers will provide perspective, including Charles Heath from TBWB and Dan Schaaf from Schaaf & Wheeler, as well as Kim Boehler, Greg Clumpner, Greg Davidson, Stephanie Parson and Tim Seufert from NBS.

NBS Managing Director

Tim Seufert is Managing Director with NBS, a local government consulting firm. He has over two decades of experience working closely with local government agencies on a variety of funding and financing tools. He has written articles and presented extensively, having addressed a wide variety of groups including the League of California Cities, the California Society of Municipal Finance Officers, the Fire District Association of California, the California Special Districts Association, and the California Association of Recreation and Park Districts. He holds a Masters of Public Administration from SFSU and a Bachelor of Science degree in finance from USC.

The workshop is directed primarily at local government staff involved in financial decisions (i.e. almost everyone!). Individuals, experienced as well as newly hired, are encouraged to attend. This would include, but not be limited to: city/general personnel, managers, finance directors, public works directors, utility staff, department heads, engineers, accountants, debt administrators, administrative assistants, clerks, and more!


Attendee will receive a Certificate of Completion in PDF format following the seminar. With your certificate, you may claim a total of four (4) hours of Continuing Education (CE) with the California Board of Accountancy.
